This tool was designed to help government agencies plan capital expenditure on roading, although it could be used for any assets where there is a trade-off between capital expenditure and operating costs.

 Allow the assessment of real-world questions such as:

 - What is the effect of defering maintenance?
 - If I increase Capex now, what's the Opex impact?
 - What balance gives the cheapest total cost of
    ownership for the next 40 years?

The model can calculate for any number and mix of assets. It takes into account many factors such as asset lifespan, variable maintenance costs at different points in the assets life and variable rate of decay.
